Local Government Services
Plans your city can run. Results your residents can see.
Grey & Associates helps cities, counties, and their departments turn priorities into measurable results. We build strategic plans with Results Based Accountability™ (RBA), train the staff who carry them out, bring residents into the decisions, and align partners around shared outcomes. Doctoral-led, Broward County SBE and CBE certified, and registered on SAM.gov.

Four ways we support local government
Start with one, or combine them into a single engagement. Each is scoped to your department, timeline, and budget.
Strategic planning and Results Based Accountability™
Citywide, countywide, or department plans with three to five priorities, owners, and timelines. Dr. Keisha Grey is RBA certified, so every plan comes with population and performance measures, a KPI library, and dashboards that show council and residents whether the work is helping. See our strategic planning process.
Leadership training for public-sector staff
Core-skills leadership academies, supervisor training, and team sessions built on adult learning practice. As an independent Everything DiSC® and The Five Behaviors® Authorized Partner, we use validated assessments so managers and teams learn how to communicate and work together under real public-sector pressure. Explore Everything DiSC® assessments.
Community engagement
Listening sessions, town halls, resident surveys, and stakeholder convenings that reach the people a decision affects, then close the loop so they see how their input was used. Our signature program, Project E.N.G.A.G.E., connects what residents say to the plan and the measures.
Cross-sector partnerships and program evaluation
Collective impact facilitation that aligns city departments, nonprofits, businesses, and residents around shared outcomes. We also design and evaluate programs with theories of change, logic models, evaluation plans, and after-action reviews, so grant-funded work can report results with confidence.
Who we work with
City and county leaders who need a plan that holds up in front of council, commissioners, funders, and residents.

FAQ
Questions local governments ask us
What services does Grey & Associates provide to local governments?
We provide four services to cities and counties: strategic planning with Results Based Accountability™ (RBA), leadership training for public-sector staff, community engagement, and cross-sector partnership and program evaluation support. Agencies can contract for one service or combine them into a single engagement.
Have you worked with cities and counties before?
Yes. For the City of Lauderhill’s Health and Prosperity Partnership, we helped build a collective impact model that engaged more than 1,000 residents, mobilized 105 organizations, and secured over $5 million in funding. Since 2023 we have delivered Core Skills Leadership Training to the County of Sacramento as the prime contractor. References are available on request.
Can you work through our procurement process?
Yes. We respond to RFPs and RFQs, provide quotes for smaller purchases, and can work as a prime contractor, subcontractor, or teaming partner. We are registered on SAM.gov (CAGE 9DWE3, UEI Q76AELKK12U2) and certified by Broward County as a Small Business Enterprise (SBE) and County Business Enterprise (CBE).
Do you work with local governments outside South Florida?
Yes. We are based in Lauderhill, Florida and serve Broward, Miami-Dade, and Palm Beach counties in person. We also work with governments across the country, including the County of Sacramento in California. Training and planning sessions can be delivered on site, virtually, or in a hybrid format.
What is Results Based Accountability™ and why does it matter for government?
Results Based Accountability™ (RBA) is a framework that separates community-wide results (population accountability) from how well a specific program performs (performance accountability). It asks three plain questions: how much did we do, how well did we do it, and is anyone better off? For a city or county, RBA turns a strategic plan into measures that council, funders, and residents can follow.
How long does an engagement take, and what does it cost?
A strategic plan typically takes 6 to 10 weeks for the core process, with optional implementation support for 3 to 6 months. Training ranges from a single session to a multi-month academy. Planning and training engagements are priced by scope, and you will see a written proposal or quote before you commit.
